The “Agreement on Guidelines for Classroom Copying in Not-for-Profit Educational Institutions” was drafted in 1976 by an Ad Hoc Committee on Copyright Law Revision representing educators and publishers. (See 17 United States Code Ann. §107). These Guidelines clarify the four factors for “fair use” set out in the copyright law, and provide educators with criteria against which to determine if their photocopying of books and periodicals constitutes a “fair use.” The rules in this guide are based, in part, on these Guidelines.
